I am very concerned about the state of the aerospace and defense industry cost overruns and schedule delays. Even though I retired in 2007 I feel like I have something to contribute to improve the situation. In addition, I think there should be additional dialog to address the problems that have been identified by the government and others that have not yet been identified. Since I retired, I have organized my thoughts and have made presentations to local PMI groups on this subject. However, I was not very pleased with the results of the presentations because they did not lead to positive results or follow-on activity. It might have been because of the way the data was presented or because the venue was not appropriate. However, I still feel that this type of discussion needs to take place and for that reason, am trying this venue. Initiating and planning but major programs was my area of expertise and I think this is area, if improved, could contribute to the improvement of overall program execution. If the program has a solid foundation and is executable, it has a much better chance of success.
I think there’s a lot of misunderstanding and lack of understanding about what it takes to initiate and planning program. With this blog, I am planning to describe my experiences and conclusions with the hope that this will be the beginning of collaboration of subject matter expertise across all knowledge areas to improve program success. Some of this will no doubt be preaching to the choir, but I am sure that some of it will be totally new to most people.
In this blog, I plan to discuss how aerospace and defense and programs are different from others, why the environment for research and development has special needs, issues in the acquisition process, issues with the initiating and planning process, tools, roles and responsibilities, integration across the program, and other subjects. The objective of this blog is to agree on a set of issues that can be addressed by this group and I hope that you will contribute to it. I believe any and all process documentation that is prepared in the future by this group should address the issues identified. In addition, I have some recommendations to address some of these issues that I plan describe and hope that some follow-on activity can be initiated to further evaluate them.
Please feel free to comment on anything that you see in this blog to initiate further discussion. You can also initiate or contribute to a forum on this site or become a subject matter expert on one or more of the knowledge centers.
The next posting will describe why aerospace and defense projects and programs are different from others and I hope you will stay tuned and contribute to this discussion.
