A System View of a Program

A new definition of a complex "program" is proposed to improve integration of all program elements and reduce execution risks in the initiating and planning phases.

Some Problems with Complex Program Initiating and Planning

As I stated in the last posting, the definition of a “system” seems to be a fitting description for a complex program also (more on this at a later date).  However, the “program plan” or “execution plan” is in reality a “process”. It is a logical sequence of stakeholder tasks with their durations that produce products and on a schedule required by the ‘statement of work”. 

It is all about "Complexity"

In a word, I think the one thing that differentiates A&D programs from others is the level of "COMPLEXITY".

The Situation From My Perspective

I am very concerned about the state of the aerospace and defense industry cost overruns and schedule delays. Even though I retired in 2007 I feel like I have something to contribute to improve the situation. In addition, I think there should be additional dialog to address the problems that have been identified by the government and others that have not yet been identified.
